Offices Reporting to the Chancellor

Provost and Vice Chancellor

The Provost and Vice Chancellor has the responsibility for developing and implementing academic policy and for directing the planning of the academic and related budgets. As the senior academic administrator of the university, the Provost and  Vice Chancellor reports directly to the chancellor, serves as acting chancellor in the chancellor's absence, and is a member of the chancellor's Administrative Council, which is composed of the vice chancellors and the Dean and Provost of the School of Medicine. The Provost and Vice Chancellor, as ex-officio member of the Faculty Senate and Graduate Council, is the chief administrative liaison to these bodies.

The following schools and colleges on the Carbondale campus report to the Provost and Vice Chancellor:

Each of these colleges, divisions, or schools is administered by a dean or director, who is responsible to the Provost and Vice Chancellor. (The School of Medicine, whose dean reports to the chancellor, operates outside Academic Affairs.) Other units reporting to the Provost and Vice Chancellor are Admissions and Records, Aerospace Studies, Army Military Science, Clinical Center, Continuing Education, Military Programs, Pre-Major Advisement, University Press, and Women's Studies. As senior academic officer, the vice chancellor is responsible for the approval of tenure and promotion recommendations and all academic unit faculty and professional staff appointments as well as for resource allocation within the academic areas.

Vice Chancellor for Administration(Executive Director of Administration and Executive Director of Finance)

The Executive Director of Administration and the Executive Director of Finance provide administrative direction to those units concerned with the human, fiscal and physical resources of the university. Reporting directly to the Chancellor, the Executive Director of Administration and the Executive Director of Finance participate in planning and policy development for the university; serves as the Chancellor's principal adviser on fiscal, facilities and business matters; and supervises those units that administer the university's fiscal, human affairs and physical resources.

Following is a list of those units that report to the Executive Director of Administration, with a brief description of their functions.

  1. Plant and Service Operations (PSO) comprises the following campus agencies: Campus Mail Service, Travel, Laundry, Printing/Duplicating, Supplemental Office Services, Physical Plant, Key Control, Recycling and Touch of Nature. PSO is also responsible for tending the grounds, maintaining and servicing buildings, overseeing construction, operating the power plant, providing engineering services, preparing capital budgets and maintaining the facilities database.
  2. Department of Public Safety includes the Campus Police and the Parking Division.
  3. Traffic and Parking Hearing Office, a unit separate from the Department of Public Safety, reviews appeals of tickets issued for traffic and parking violations.
  4. Shryock Auditorium is the site for many important cultural events.
  5. The SIU Arena is a focal point for entertainment, intercollegiate athletics, meetings and conventions, commencements and various other programs.

Following is a list of those units that report to theExecutive Director of Finance, with a brief description of their functions.

  1. Accounting Services coordinates on a system-wide basis those activities necessary to prepare the University's Annual Financial Report and the Treasurer's Report to the Bondholders. Also, Accounting Services has the administration of the compliance and financial aspects of grants and contracts and property control.
  2. Center for Environmental Health and Safety assists the campus in ensuring that employees and students have a safe working environment and that all activities are conducted in strict compliance with environmental regulations. Specific activities include campus-wide coordination of hazardous waste disposal, power plant environmental compliance, radiological safety, chemical and biological safety and occupational safety.
  3. SIUC Policies and Procedures manages the submission and administrative approval process for all SIUC Personnel Policies and SIUC Policies, converts documents to proper web page format once approved, disseminates information to the university community about administratively approved policies and procedures, and designs, creates, and maintains the SIUC Policies and Procedures web site.
  4. Human Resources includes among its principal functions civil service recruitment; testing; classification and placement; administrative/professional classification; salary, wage, and employee benefit administration; staff training and development; administration of the Employee Assistance Program; and maintenance of official personnel records.  In addition, the Payroll Office is under the direction of Human Resources. The Payroll Office is charged with the responsibility of collecting, assembling, verifying and preparing payrolls for all faculty/staff and part-time student workers on campus.
  5. Information Technology serves the campus academic and administrative needs for computational, telecommunications and information management resources. Units within Information Technology support centralized and distributed computing environments, the campus' data network SIUNet, computer learning centers and technology classrooms, the campus voice network (Telephone Services), records management (Micrographics) and a customer service center.
  6. Labor/Employee Relations supervises union contract negotiation and contract administration; oversight of grievance resolution for civil service employees; and administration of the disciplinary action program for civil service employees.
  7. Purchasing performs all purchasing activities and administers the surplus property program.  The Director of Purchasing provides leadership and functional guidance to the office of Purchasing and Accounts Payable. Accounts payable processes accounts payable transactions, travel vouchers for employees and payments to or on behalf on non-resident aliens.

Vice Chancellor for Institutional Advancement
The Vice Chancellor for Institutional Advancement serves as the university's chief advancement and public relations officer and provides administrative direction to those units that manage these activities: Alumni Services/Alumni Association, Southern Illinois University Foundation, Public Affairs/University News and Communications, and Special Events and Projects.

  1. Alumni Services administers the SIU Alumni Association, an organization founded in 1896, which provides services and support to alumni and students of the university. The association publishes the quarterly magazine Southern Alumni and sponsors alumni societies, reunions, and Homecoming activities. Ongoing services to SIUC students include externships (opportunities for current students to serve career internships with alumni) and the Student Alumni Council, a registered student organization that links current students with alumni.
  2. The Southern Illinois University Foundation has two functions: (1) the cultivation and solicitation of private gifts and (2)the administration and investment of those gifts. With offices located in Carbondale, Springfield, and Chicago, the SIU Foundation also coordinates the fund-raising activities of academic units, the SIU Alumni Association, Intercollegiate Athletics, and other agencies within the university.
  3. Public Affairs/University News and Communications prepares, distributes and produces news releases, feature stories, and print and electronic publications for university's external and internal audiences.
  4. Special Events and Projects manage activities associated with University celebrations and exhibitions. It encompasses University Photo-communications which provides assistance with multimedia productions (videotape, slide film, etc.), as well as photography for publications. It also includes the SIUC Emeritus Association.

Vice Chancellor for Student Affairs

Student Affairs seeks to maximize educational opportunity by helping students to develop fully; by introducing them to the "second curriculum" -- educational opportunities in addition to those which occur in the classroom; and by enhancing the quality of student life in the campus environment. The responsibility area of the Vice Chancellor for Student Affairs includes five major units:

  1. The Dean of Students area, comprising Disability Support Services, Intramural-Recreational Sports, Student Development, and University Career Services, provides direction and administrative support for programs designed to complement and enhance the students' educational experiences as well as to assist them in adjusting to collegiate life.
  2. The Student Center supports the institutional mission by providing services to students, faculty, staff, alumni, and guests. The Student Center houses a number of offices and enterprises, including Dining Services, University Bookstore, ID office, University Programming, Student Development, Campus Mass Transit, Student Attorney, Student Trustee, and the undergraduate and the graduate and professional student constituency offices.
  3. The mission of the Student Health Programs is to help students stay healthy, to help them care for themselves when ill, and to provide them with quality medical care when it is needed.
  4. University Housing offers a variety of living experiences through the on-campus residence halls for 4,100 single students and 600 married student families.
  5. Financial Aid coordinates a wide variety of student-aid programs including grants, scholarships, loans, and work opportunities.

Dean and Provost of the School of Medicine

The Dean and Provost, the chief academic officer of the School of Medicine, reports directly to the chancellor. The School of Medicine has facilities on both the Carbondale and Springfield campuses.

Director of Intercollegiate Athletics

The Director of Intercollegiate Athletics is the chief administrator for both Men's and Women's Athletics and reports directly to the Chancellor. The director is assisted by an Associate Director and Assistant Directors for Student Services and Compliance and Scheduling, Facilities and Game Management.

Executive Assistant to the Chancellor for Affirmative Action/Equal Opportunity

The Executive Assistant to the Chancellor is responsible for developing, coordinating, and monitoring the university's Affirmative Action/Equal Opportunity Program and for maintaining the university's compliance with all state and federal anti-bias regulations. In addition, this office serves as liaison with state and federal compliance agencies.

Reporting to the Executive Assistant to the Chancellor, the university Affirmative Action office advises administrators about departmental policies and procedures relating to recruiting, hiring, and promotion to insure compliance with federal and state guidelines. Affirmative Action also assists administrators in identifying appropriate sources for recruiting women and minorities, in obtaining applicant pool data, and in determining each department's progress toward meeting its affirmative action goals.

Affirmative Action will also assist employees who wish to appeal administrative decisions which they believe to be discriminatory by instructing them how to utilize university grievance procedures and making known to them the external mechanisms that are available for redressing discriminatory actions. Whenever possible, the Affirmative Action will seek to resolve the problem on an informal basis.

University General Counsel

University General Counsel is responsible for furnishing legal advice and representation to the university's officers and employees on university-related matters; preparing and reviewing contracts, deeds, and other legal documents; and conferring with university or system personnel on problems or controversies that affect or may potentially affect the university. Employees may confer with the University General Counsel (in Carbondale) or the Associate General Counsel for the School of Medicine (in Springfield) on legal matters involving their employment responsibilities. The university's attorneys may not, however, provide legal advice or representation to faculty, staff, or students on personal matters or matters in which the individual's interest is adverse to that of the university. While circumstances will vary, the request for assistance should normally be made through a department head or other administrative officer.

University Ombudsman

The Office of the University Ombudsman assists individuals in resolving problems that arise in the University. The office is independent from other offices of the University and reports directly to the Chancellor. The office acts on complaints or suggestions from students, faculty, and staff in an attempt to ensure that members of the University community receive fair and equitable treatment within the University. This includes ensuring that decisions affecting individuals are made promptly and with due process, not only with respect to the adequacy of the procedures used in decision making, but also with respect to the appropriateness of the criteria and rules upon which decisions are based.

The office helps individuals resolve a broad range of problems expeditiously, including academic matters, employment matters, and matters regarding the delivery of University services. Such assistance may include advising individuals on steps to take so that their claims may be heard or their questions answered, making referrals to other offices, investigating claims of unfair treatment or erroneous procedures, engaging in mediation to obtain a fair settlement, and assisting in accessing University grievance mechanisms when other methods are unsuccessful. In addition, the Ombudsman will intervene in the bureaucratic process on behalf of individuals when such process unnecessarily or unfairly impinges upon them.

The Ombudsman Office also brings to the attention of those in authority any gaps and inadequacies in existing University policies, procedures, and practices which have generated justified claims of unfair treatment or which may cause such complaints in the future.

The Ombudsman has the authority to access official files as required to fulfill the functions of the office. However, names of persons requesting help cannot be used in the investigation of a case without permission, and all Ombudsman records and communications are kept in confidence.

Faculty and Staff Ombudsman

Also reporting to the chancellor and functioning as an office separate from that of the University Ombudsman, the Faculty and Staff Ombudsman, deals specifically with faculty and staff problems, ranging from simple questions to the preparation of formal grievances. All communications are confidential.
