Automatic Teller Machines
The following policy was approved by the Executive Director of Administration effective April 22, 2004. The policy has been reviewed and approved by the Chancellor effective May 6, 2004.
Purpose
These regulations are issued pursuant to Policies of the Board of Trustees C.6, for the purpose of establishing criteria for the selection, awarding and physical placement of Automatic Teller Machines (ATM) on the Southern Illinois University Carbondale campus.
General Policy
Automatic Teller Machines (ATMs) shall be limited to the following locations: Recreational Center, Student Center, and University Housing. In the interest of the safety of our students and employees, a limited number of locations are desirable. To preserve the academic and educational atmosphere, ATMs shall not be located in academic or administrative buildings.
Vending of Privilege
In cooperation with Purchasing, the selection and awarding the right to install and operate an Automatic Teller Machine in an allowable location within the Recreational Center, Student Center, and University Housing shall be in accordance with the Higher Education Procurement Rules.
Required Authorization
The allowable locations are all facilities within the Revenue Bond System and are subject to IRS tax-exempt financing rules. Installation of an ATM in these facilities is considered private activity use. Therefore, notification must be given to the Board Treasurer so that a review of the private use limitations can be made prior to contracting with a vendor.
