SIUC Accounting Services

Accounting Services is responsible for providing the campus with timely and accurate reporting of financial accounting information for University funds. The office includes three areas:

Financial Accounting - responsible for the preparation and interpretation of financial statements and transactions.
Fixed Asset Accounting - responsible for the administration of the provisions of the State of Illinois Property Control Act, especially as it relates to items of equipment.
Grant and Contract Accounting - responsible for the fiscal administration of externally funded grants and contracts.

Financial Accounting

Functions

Financial statement preparation and interpretation, including the University's annual financial report and other external reports.
Review of financial transactions for accuracy and compliance with the University's policies and procedures.
Investment accounting journal entries, reports, and distribution of pooled interest income.
Daily, weekly, and monthly cash and investment reports.
Wire transfer journal entries.

Fixed Asset

General Policy

Property belonging to Southern Illinois University Carbondale, regardless of value, is controlled under the provisions of the State of Illinois Property Control Act, and is subject to the regulations of the Department of Central Management Services as "state-owned property." The chancellor of the university is accountable for supervision, control, and inventory of all state-owned property in the custody of Southern Illinois University at Carbondale. These custodianship duties and responsibilities, for property purchased by or assigned to a unit, have been delegated to the unit officer of that unit.

Grants

Grant & Contract Accounting (GCA) is responsible for the administration of the financial aspects of externally funded grants and contracts.

Establishing new accounts upon coordination of a contractual agreement by the Office of Research Development & Administration (ORDA).
Providing assistance to fiscal officers.
Preparing financial reports required by funding agencies.
Reviewing and approving financial documents (vouchers, requisitions, billing authorizations, etc.) for conformance with the sponsoring agency agreement and guidelines.
Accumulating cost share information required by sponsoring agencies.
Assisting with the closure of completed grant accounts.
